Open Learning

The Open Learning (E-Learning) Program is a joint program between the Ministry of Education, Youth and Sport and the Open Institute. We implement this program to support and promote the use of e-learning in Cambodian educational system as we believe that e-learning is one among key factors to improve the quality of education and widening access to educational opportunities.

This program will be of great benefits for higher educational institutions and adult training centers that are considering to use e-learning or in a planning process to start e-learning or will use e-learning at one point in the future as means to deliver their educational programs. Higher educational institutions and adult training centers cannot implement e-learning strategically and sustainable without having core human resources who understand about e-learning operation and management. That is why building competence in e-learning know-how for them is the first and most important step.

This program was started in 2007 for two main reasons:

  • A part of the Cambodian population interested on raising its professional level through education does not have access to formal education or vocational training because of their physical location or working hours.
  • Even if e-learning can be a solution for a part of this population, educational institutions cannot sustain their e-learning programs unless they have qualified human resources, appropriate technology solution and practical experience through collaboratively guided cooperation.


Goals

The main goal of the Open Learning program is to empower educational institutions on the design, implement and manage distance education programs through e-learning by:

  • Creating the necessary infrastructure and resources for the design, implementation and management of e-learning projects.
  • Supporting educational institutions in the successful planning and development of their e-learning projects.
  • Ensuring quality of e-learning education by partner institutions.


Objectives

The overall objective of the Open Learning Program is to provide an effective e-learning infrastructure, resources, capacity and a flexible project development model that suits the needs of educational institutions. The overall objective can be divided into:

  • Assessing the current state of e-learning readiness, including e-learning projects, content, human resources, technology and infrastructure.
  • Making available the basic Khmer language resources needed for any organization to start e-learning operations and management.
  • Building the competence of educational institutions in understanding, implementing, managing and sustaining their e-learning projects.
  • To ensure that the e-learning projects deployed by partner educational institutions reach their educational goals.

Target Groups and Beneficiaries

The Open Learning program will be working with educational institutions who are willing to start using e-learning in their educational programs, or use it to create new programs. The practical experience and e-learning know-how skills will be trained to relevant fields of responsibilities and roles of the e-learning operations and management.

Target Groups

The direct actions of the program will provide training and know-how to staff of e-learning programs of the Ministry of Education, Youth and Sport and other educational institutions. For each program it will be important to identify and train those who will be responsible for:

  • Instructional designers and course developers
  • Course content developers
  • Tutors
  • Technology administrators
  • E-learning project managers

Beneficiaries

The final beneficiaries will be those to whom the Ministry and other training institutions aim their e-learning programs.

In particular, the Ministry considers primary school teachers who have not yet passed the BAC II (high school) exam as its priority target for e-learning (over 50.000 teachers).


Main Program Activities

  • Create the necessary infrastructure and e-learning content
    • localization of Moodle Course Management System into Khmer
    • Translation and adaptation of "E-Learning Development and Implementation" course from English into Khmer.
  • Carry out "E-Learning Development and Implementation" training e-learning managers who are staff of higher educational institutions and adult training centers. The training covers 6 main specializations: instructional design, technology, content development, online tutoring, interactivity for online tutors, and course management.
  • Research on progress and status of e-Learning development in Cambodia.
